What is this Thing?

Look at this THING , located at Summit Park (on Arthur Avenue) in Victoria BC:
Thalamasa did not know, but is free to give it another shot.
All I can find is that it is part of a park...
with no parking lot,
and no picnic tables,
and no play area for kids,
...just this THING.
What is it?

The water looks darker than I would expect, and I don't see any "processing" plant. Normally reservoirs have associated facilities. Maybe this isn't a normal reservoir. Maybe it's a strangeavoir!

If I were to wager a guess, some sort of waste water treatment facility. Possibly along the lines of the one shown as municipal services on theHydroxyl website.
Since their corporate Headquarters are 6 blocks away it might lend credence to the theory.
But I do agree the lack of parking, and additional buildings, etc is odd.

I'm still trying to figure out whether this reservoir actually serves a purpose other than to support high real estate prices. Have you seen the prices for s-m-a-l-l houses in the reservoir's district?

Man, you don't need to do anything to inflate Victoria's house prices. Everything in the city starts at 500k.
There's a 29 million house in Oak Bay.

Or maybe it's an emergency backup resevoir for seasons of drought. Most cities have one.

If you're looking for a reason to have a resivoir on top of a hill... that's pretty simple, and the same reason people make water towers. It delivers a more constant water pressure, allowing the pump to be turned on and off as needed (and to allow for off-peak electricty prices). Something that size would be insignificant in the case of drought, I should note.
