Eye Color: Hard to tell, since his eyes are so small (but if you look closely, you'll see they are brown).
Clothing: Garish purple and green suit. In a pinch, the suit could be used as a space suit (either with an appropriate helmet, or a hood that can be pulled out of the back of the yoke), so it's reasonably tough. It's not going to stop a sword or a bullet, though. He sometimes wears two emblems on the shoulders of the yoke; in his own universe, they are stars representing his bureaucratic rank.
Accessories: Vary (see below). So far, he's been seen with a scanner and a medical kit.
Special Effects: Can produce useful objects out of thin air. These generally must be things he would have ready access to in his own universe, which unfortunately excludes any actual weapons (except maybe a stun pistol if things get really nasty), and they would have to be of use to Oink personally. He generally can't get things to give to someone else, and when he's done with them, they go away. (An exception to this is the toaster Oink gives people on festive occasions such as weddings. The exact details of when he can give someone something he fetched have yet to be worked out.) Occasionally, he gets something completely different than he wanted. The mechanism for this ability is probably magical.
(I envision this as mostly working by "Oink produces a sonic screwdriver and tries to remove the door from it's hinges."; the GM could say, "Oink discovers he's holding a pickle instead of a screwdriver." if unscrewing the door isn't in the cards. A GM could also give something to Oink, e.g., having encountered a wicked witch, Oink might discover that he's holding a bucket of water.)
One consequence of this is that Oink is always appropriately dressed. If there's a Space Bureaucrat uniform for an occasion (and there generally is), he'll be wearing that; if not, something reasonable in purple and green.
Oink is a generically-engineered super-pig (well, pig), so he has various enhancements to protect him from permanent harm. For instance, when exposed to a loud noise, his ears will close to protect the ear drums. GM permitting, this sort of thing may occur on other occasions.
Ambition: To find True Love, and file Form 221 together.
Background: Oink's own universe is a fairly technologically advanced culture of mostly pigs, dogs and cats; the technology level is something like early Star Trek level. No magic, no psi (as far as Oink knows, anyway). He is a member of the Berglundic Bureaucracy, level O2 (the levels go up, so that's nearly at the bottom). Here is a post about his pre-dream life.
Personality: Since the Berglundic Constellation is fairly hierarchical (and he's on the low end), he'll tend to be overly deferential, especially to humans (or those who look human). As time goes on, this is becoming less true as he runs into humans more often, He's generally non-violent, and if attacked, his first inclination is to hide. However, he would definitely fight to protect friends or colleagues.
Notes: Oink has foretrotters (hands) that consist of two big fingers and two small thumbs (often hidden behind the fingers), so he might have trouble using equipment designed for human hands. Also, he has eight (non-functional) nipples, arranged in pairs down his chest.

Because of some secret sugar, Oink has been temporarily turned into a non-anthropomorphic flying pig, with wings. This form has now escaped from the secret sugar thread, I'm adding a description here:

Fur Color(s): No fur; visible skin is pink. Wings have white feathers, thicker on the ends, and getting thinner approaching the body (and onto the back).
