Orphaned Works - Screwing Artists?

So I'm being told, no.. urged to go against this Orphan Works amendment to the current copyright laws. I'm being told that while it is helpful in some senses, there are loopholes in it that can be exploited to allow basically any artwork to be stolen and profitted from.
I would like to be proved wrong. Honestly I would as this could ruin creative people everywhere at it's worst.
This is the information I have as I honestly don't have the time nor understanding to read through an 127 page proposal in lawyer talk (http://www.copyright.gov/orphan/orphan-report-full.pdf for the full proposal). As I was told the gist of the amendment by a law teacher at our school whom I trust, I'm inclined to believe that Orphan Works could be devastating if it passes.
What do you all think? I for one really don't want to be slapping huge, ugly watermarks over all of my artwork. Though that could still be editted out and profitted from, but at least with current laws I could sue relatively easily. Plus the how retroactive aspect doesn't help either..
Of course I ask that if you too are against it then please write to your govermental representatives to vote this down!
